(Fixed) Wraith of Crows Polymorph removed voice

In this 3 year old video the Wraith of Crows polymorph had a unique (and really cool voice)

and as of now at least it's been removed, is this intended or a bug?
Also i tried it on my other characters and still no luck, here's a video of me trying the command "lol" and "cheer" as demonstrated in the video above
all my audio settings are on by the way.
