Is Symphony of Blades actually working as intended?

Here is a screenshot of me and another healer spamming heals at each other, both with primary resources bottoming out, and neither one of us can get Symphony of Blades of activate on each other.

Have you tried this while in combat? Lots of proc effects only work in combat, even if it is not always explicitly stated in tooltip.

It activated only once for us randomly in about a 5 minute period of us spamming abilities at each other, right there where this screenshot was taken. I was just trying to show her what the effect looked like so she could recognize it. It doesn't specify if you needed to be in combat on the tooltip either and when we started that was the first thing I tried was keeping us in combat with a target dummy inside my house.

Were you missing health? Sometimes "healing" in a tooltip requires you to actually replenish missing health, not just apply a heal to someone already at 100% health.

This. Symphony doesn't proc on full hp.
