rift quest - the troubleshooter - no npc available to start quest

Aera Earth-Turner is probably not there for me because i've done the concealed weapons quest already. but the replacement npc Vaerrarre is not there either. She's not in Shor's Stone nor is she near Honrich Tower Wayshrine. i don't believe i've done this quest because the addon Quest Map is showing that i haven't. (disabling addons didn't make a difference with this issue)
