grappling bow

One of my characters completed the quest for the grappling bow but now my others characters cannot do the quest (?) or at least the bow does not work for her.
Any suggestions?

This is likely part of the fallout from Update 33 (I think that's the number) and Account Wide Achievements. About the only thing you might do is bug report it, and hope they decide eventually to revert that quest line so alts can do it.

I think the bug is only in the prologue quest that introduced the bow.

You don’t need to do that quest at all, and any other quest that needs one gives it to you. I only did it on one character, and all my alts can use one when they need it. In fact, one has the Master Grappler achievement without doing the prologue quest.

Agree with @ghastley. The ones off the top of my head that need the bow are Vateshran and Unhallowed Grave. Both of those give it to you

The quest Shattered and Scattered, where you get Mirri as a companion, uses it, too. She tells you to just line up the sights and pull the trigger, making you wonder why they needed the whole prologue quest to explain it.

Several of the Southern Elsweyr story quests also did so, as it was the novel feature for the DLC, and they made the most of it. I don’t recall if they made a point of giving you a bow if you had none, or if you just don’t need to carry one to use it, just like pickaxes appear from nowhere.

@ZOS_Kevin I know this isn't a major issue, but it seems one of the prologue quests has an issue where alternate characters cannot complete the grappling bow tutorial after update 33. As there are many of us who enjoy repeating quests on alts no matter how small they are, is there any way you can look into having this fixed eventually?
