Restoration Staff Misfires

I recently pulled out my primary healer character because I hadn't played him in a while. I was a little shocked at the number or repeated misfires I was getting with the staff. I would maneuver to line up a shot, pull the trigger and nothing happened. I would have to repeatedly reposition, require the target, only to to again have nothing happen when pulling the trigger.
Is this a new bug with restoration staves or has something else changed?
