PVE and PVP are two completely different builds, especially for a stamblade. Even within PVP, there are vastly different stamblade builds. Check out sites for ideas like Alcast, Skinnycheeks, Deltia's, etc. or YouTube for PVP builds

Since you mentioned Morrowind, here's what I'm doing with Halls of Fabrication on my Bow Bow Blade, a lot of it can work pretty well anywhere else. Since you didn't mention high Isle, substitutions for coral riptide could be Relequen for boss fights, Yolnakrin for generic AOE fighting

I have a Bow Blade that's based on the Toxic Raider build from Hack the Minotaur. It leans heavily on poison/disease damage that are available on Bow and Nightblade skills. I use Swamp Raider (Shadowfen) and Witch-Knight's Defiance (The Reach). Since The Reach is a DLC, you'll have to wait for an ESO+ free trial to try to farm it or buy it from traders. You can also go for The Morag Tong, which drops from Bruma quest rewards in Cyrodiil and keeps the poison theme.

For skills, Lethal Arrow, Killer's Blade, Relentless Focus, Poison Injection, Shadow Silk and Toxic Barrage all benefit from the poison/disease buffs from these sets. For parsing, I fill out my bars with some magicka DOTs like Twisting Path, Degeneration, Crippling Grastp and Consuming Trap to help balance my resource usage. Depending on content, I'll also slot a heal or shield or Expert Hunter.

Other set options that are available in what you have include Venomous Smite (Western Skyrim), Gryphon's Ferocity (Summerset), Defiler (Vvardenfell), Spriggan's Thorns (Bangkorai), Hunding's Rage (Crafted). None of these will be top-tier builds for PVE or PVP, but they also don't require farming dungeons.

I feel comfortable taking this build into normal dungeons and even some trials, or running with a group in Cyrodiil. I don't do battlegrounds, but it's probably not the best for those. I've been able to solo some of the base game dungeons with this build, though I don't consider myself skilled enough to try vet dungeons/trials.

If your goal is to be a vet hard mode trial raider or 1vX in PVP, seek professional advice.
