Delver’s Ansei Deck fragment issue/bug?

This fragment is supposed to drop from delve bosses. I’ve now killed well over 100 delve bosses in High Isle (I park my characters near the delve bosses and then hop from char to char killing each boss), across multiple character for over a week and this doesn’t seem to drop no matter what. Now I’ve heard some got this piece from world boss instead, but since the diplomat piece was bugged for me too, not sure of the if this is something skewed just on my account. Anyone else still experiencing issues with this piece?
