Yeah those brows are legit.It's not just you. Pretty much the only eyebrows I like: See above.
Feels weird to me. It doesn't seem like it makes too much a of difference. On mer it's usually easier. You can make more eyebrows work on them, but the variety is still weird.
Even more strange is that you can actually lift up the inner part of the eyebrows on male redguards, and them only! Which opens up many more eyebrows for those who don't want to be stuck with resting angry face, but again they are the only ones where this is possible.
Yet within a few days of levelling your character you are OP af, conquering all. I guess that's what anger does when you put your mind to work .Of course your character looks angry. They have been put into some kind of prison, maybe caught by slavers or cultists, sacrificed to Molag Bal, Tamriel is endangered by dragons, pestilence, vampires and different Daedric princes all at the same time - how could you not be angry then? Or would you prefer to have your character look afraid instead?
