Have you actually made a new character recently? Because I tried to roll a necromancer and let me tell you it is not fun at all having to redo all alliance zone areas, the main quest, five expansion zones all with hours of quests, 136 dungeons many with their own quests. Having to upgrade your mount, research all traits on every bit of gear, upgrade your bag/bank space again. To say it's daunting would be an understatement, like someone else said on the forums "I can change my race, name and alliance. Why can't I change my job?"

Nobody is forcing you to do stuff you've already done, simple as lol. If you've already done that quest content and decide to do it again you can literally blitz through them in a couple of hours per zone. There's ways to reduce time on research traits, upgrading bag space isn't too troubling if you have the gold. I've done this run multiple times and its no issue whatsoever. You pick and choose what you do. The only arguable point you have is mount speed but it's not too much of a barrier in my opinion.

If I had to guess the real reason on why you can't change your class, is because it will cause potential chaos and coding problems. Faction change wasn't smooth when it was first released, there was a lot of reported bugs like people losing skill line progression and AP. I'd hate to imagine the grief & the bugs that class changing could potentially cause lol.
