A Son's Promise bug?

To my understanding you begin this quest by opening the Strange Chest just outside of town, but upon activation the chest is not working for me. My friend was able to activate it a few minutes prior to me, and attempted to abandon quest and re-activate the chest, only to find that it still did not work for him.
Is this a known issue and what are some potential solutions? The generic solutions (Reloadui, Relog/Restart game) were ineffectual.

Same problem for me, and /reloadui didn't fix it.

It worked for me at first, but after exiting I couldn't go back in. Dropping the quest didn't help.

Yes that's what happened to me as well. Worked first time, then exited to come back in a level or two and now it doesn't work at all -- not even after abandoning the quest.

Someone mentioned a theory that it might be related to day/night cycle, specifically that it can only be entered at night. I haven't had the patience/opportunity to test this yet though, so I cannot confirm this. Can anyone else test this?

It may have been night the first time I entered the dungeon.

I just can confirm that now during day the portal does not seem to show up when trying to interact with the chest.

Update / Edit:

I returned at night. I was able to interact with the chest but not able to trigger a portal.

Abanndoning the Quest did not help either to make the portal reappear the quest to reset.

Ok, with that theory debunked, I am out of guesses. I am assuming that it is bugged at this point.

First time I was there it didn't work. Some hours later it worked fine. Now its broken again. The chest is interact able, but the portal isn't.
