I'm wondering if support for old gen consoles (Xbox One and PS4) will be dropped for this new class? We were once told that the older consoles simply couldn't handle any new animations. If they will continue to be supported will the performance of the game be impacted? I'm guessing something will have to be sacrificed in order to make this work on the old gen consoles (if they continue to get support).

The new hardware won't even be for consoles. PC EU is coming up, after that it'll likely be towards end of year or later that consoles will get new hardware.

The server would have no impact on this. Imagine you had a weak PC from 2008 or something. It probably cannot run ESO in a playable state. Over time the game has grown and has become more demanding on hardware. Old consoles were pretty weak when they launched and they are super weak now compared to modern hardware. There will be a point where they will be unable to run ESO as the game continues to grow.
Basically, this is a client-side issue and the server has little impact on it. Even in Elesweyr, Matt Firor said they had to do a lot of work on the engine in order to keep old consoles supported with the addition of the Necromancer. That same year (2019) performance took a massive turn for the worst on all platforms. Now I don't play on old consoles anymore, but my concern is that everyone's performance will worsen as it did in 2019 due to modifying the engine in order to keep old consoles supported.
