offensive penetration bug (xbox one)

Hello, I have for some time a bug with my offensive penetration.
When I go in my home for practice on the dummy, my penetration goes from 4600 to 1639, when I go to another person's house I go back to 4600
Other example : when i do pledge in some dungeon same problem go down at 1639 and in other dungeon come back to 4600, or : i travel in Wayrest (1600) i travel Dro'dara wayshrine (4600)
It's strange and i lost dps with this bug.
