Most item sets don't proc other item sets

One example being Hrothgar's Chill, which can proc on a stun, root, or disable- and this deals frost damage. This does not proc Nunatak whose conditions are to have frost damage dealt

However, Nunatak will proc Hrothgar's Chill once the root effect goes off.


TLDR: Hrothgar doesn't proc Nunatak, but Nunatak procs Hrothgar

    I don't pvp so I haven't really done much research into proc sets but isn't it just damage and damage type that wont proc other sets?

    So the immobilize from nun will proc hroth, but your character needs to initialize the frost damage with an actual skill to proc nun.

    No. For example, Night Mother’s doesn’t proc Ravager, even though applying Breach should proc Ravager. That’s because procs should not proc procs. But there are many inconsistencies with this, and some have been around for years. Some have been fixed and then reverted. Some have never been fixed. They seem to need to go through each set manually to verify what does proc it against what should proc it. That doesn’t seem to be a priority, though, as was pointed out in a related thread.

    That's interesting, because ZOS's stance is that procs won't proc other procs. That was why we lost the ability to proc Encratis with flame enchants a few patches ago since enchants are counted as procs.

    That sounds more like a bug if Nunatak can proc Hrothgar. Or at least something unintended.
