I can't say for PVP, but for trials etc you can't compare console and pc servers. Console don't have things like dressing room for quick changes between rounds of adds and bosses, add-ons that assist with calling mechanics etc so it wouldn't be a like for like comparison

I doubt you will get an useful answer. Because most people dont play on all 4 (or even 6?) servers and even those who might do for sure have not an overview about every good player. I even doubt that there exists a single person which has even that overview of 2 servers.

Also is the question where you find the most skilled player (aka absolute best even if its only 1 player) or is the question about where you find the most of skilled player (aka amount of good players) but then the question arises what is meant to be good and do you just sum up the number or weight the skill, too?

And how do you even weight skill? Lowest time to finish a trial? A dungeon? An arena? Highest score? Being able to finish content with the worst builds (or even naked)? Being able to solo group content? Being able to finish content without addons? Knowing all content or just being good at one specific trial for example?

Especially if its about more than one person it gets difficult. You could have for example the 6 best players ever on one server which will still perform worse because of the other 6 in their team compared to 12 slightly worse players that are better in total as a team.

Also I guess this discussion ends in a way that everyone will tell you that the server he is playing on has the best players...

So in this sense: PC EU has the best players!

True but at the absolute high end people on the PC, even using addons, might also be able to do stuff without them after trying stuff for the 1000th time. They just had it easier / quicker to reach a high level but once there are at that point I think it doesnt matter that much anymore. At least I think its true for the assist addons. Something like dressing room is still a big advanatage.

Yep agree - after doing a trial 20/50/100 times you know the mechs, but you can't beat the speed of something like dressing room, especially on a speed run or trifecta

I don't consider PvE skillfull much in comparison to PvP. It's all just about trying until you know the mechanics. The mechanics are stationary and can be learned. Its how good you are at learning mechanics and rotation. PvP is a true test of skill when it comes to open world as its on the fly thinking and adapting to ever changing circumstances. However ESO has lost alot of its skill factor over the years. Players can now abuse certain mechanics, sets and styles of play to cheese there way into victory. Back in the day this was unheard off, the better player will always do better in PvP and Kill the person who is worse than them. But to answer your question to the best of my own ability. Xbox EU for PvP. Everyone who has come over from other servers has been beaten by our average players, and don't set foot in our cyrodill. Most of our top players play very seldom, and we have very seldom who we consider the absolute best. However the true answer is not really a thing. The question is unanswerable. Unless all servers were merged and we could all taste the bite of each others swords and see how each player truly performs it shall always remain unanswerable. For PvP anyways.
