Are you on a character under level 50, by any chance?

A guildmate of mine noticed that the tooltip for Major Evasion said 14% instead of 20% on a level 4 character. In the past I've seen Major Brutality up to 30% on a low-level character too.

Beyond that, the tooltip shown has the old effect for Empower, which affected both light and heavy attacks. That was changed in Update 35.
