Frame rate locked to 60 In game, but uncapped when Tabbed out?

I've noticed this jitteryness a while ago but only now wanting to actually look into it. When I have ESO Focused, my FPS is hard cappped at 60 it seems, but if I tab out, the FPS can easily double depending on where I am, but even when locked at this 60FPS, it still feels a tiny bit jittery and not what 60fps would feel like?. Looking at Task Manager, my GPU will go up to around 100% when I am tabbed out, but instantly drop again when I am tabbed back in. My specs are;
RTX 2070 Super
Ryzen 7 5800x 8-Core
32GB's RAM (3200MHz)
I feel I should mention as well;
- I am using ReShade
- Multi-core rendering is on, DLSS is on, V-Sync is off
- ESO64.exe (The game itself) has been added onto Steam as a non Steam game and now has the Steam Overlay
- Between Libs and Addons themselves, I apparently have 133 Addon related items (This can't be right???)
Okay I just tested putting it from Windowed Borderless > Windowed > Fullscreen, and it seems Fullscreen works fine but Borderless and Windowed don't? Any help would be appricated!
OH NOW I FIND THE EDIT BUTTON, WHY IS IT HIDDEN AWAY UP THERE??

- I am using Windows 11
- I am using 3 monitors. The main one with ESO is 144Hz, the other two are 60
- I did have G-Sync on which after turning off, does not remove the 60 FPS cap, but it does seem to have made it look smoother at least1 -

In any case, my suggestions would be making an ESO profile in nVidia Controlpanel and capping your FPS to your desired value (i.e. 144) plus setting 60FPS for background (or tabbed out) rate and setting Vsync to either off or fast in the control panel too.
If you want to unlock FPS for ESO in game you can edit your SET MinFrameTime.2 section in Documents\Elder Scrolls Online\live\UserSettings.txt . I found the following values here on the forum:
Degault is SET MinFrameTime.2 "0.01000000"
Uncapped - "-1.00000000" (This seems to allow the game to run to whatever it can hit. I DO NOT recommend this!)

No, I don't want it locked at 60 in Borderless, I want it to to reach the same FPS I get when tabbed out/Fullscrened. I did check my UserSettings file, which now that I think about it should have remembered to mention I looked, and it is set to 144Hz, (0.0069444), so why it is capping itself to 60 when in Windowed or Borderless, and only when focused, is beyond me. I can't understand why the cap is removed once the game is unfocused for Borderless either.1 -
BenTSG✭✭✭✭Okay, so it's looking like it is a G-SYNC issue.
If I have it ON for FULLSCREEN MODE, ESO no longer runs at a 60 cap in Borderless.
If G-SYNC is ON for FULLSCREEN AND WINDOWED, ESO runs at the 60 cap in Borderless.
If G-SYNC is OFF, ESO no longer runs at a 60 FPS cap.
I've not a scooby how G-SYNC is meant to work and why it is capping at 60FPS in Borderless when my monitor is set to 144Hz, or why the cap then removes when I unfocus the game, but at least I know what I need to look into now.
If I find a fix to this, or someone else knows how to fix it, I'll post it here anyways in case anyone else should have this issueEdited by BenTSG on January 5, 2023 4:45PM1 -

It's working fine now that I have turned G-SYNC off of my monitor now2
