How is this not broken?

I have seen players with builds where they take zero damage while two shotting people. How in the world is that not broken?

    before u35 people were one-shotting full heavy armor builds out of stealth with just heavy attacks.

    Just because you don't hear Molag Kena, Domihaus, and the coalition of Trial Bosses complaining to the Devs about how damage is too dang high doesn’t mean the Devs don't.

    But there is no reason why with the Armory System they need to balance them. The addition of the Armory system gave all Platforms (PC and Consoles) a way to completely change builds (other than Class and Race).

    So ZOS does have the ability separate PVP / PVE...

    But for some unknown reason they do not. It is the PVE changes that are, and will most likely continue to make player leave the game.

    Xalvakka and Taleria would like a word. PvE damage output is balanced on this content, not on dungeons and trials that are several years old. Speaking of older trials, vCR3 is still extremely hard. Not because of boss health but because of mechanics and group coordination, as it should be. In fact in my own experience because DPS is so high players seem to think that the can bypass or skip mechanics and get so laser focused on rotations they forget that it’s a real fight and the boss actually fights back.

    Sure you can obliterate content that is several years old with todays numbers, but it’s also a trap when players think that high DPS equates to a guaranteed clear. Using VCR3 again as an example. I was in a PUG group with insane DPS. We had 3 mini dead by the 3rd portal but one person lost track of barswap and wiped the group. Next run we needed just 4 portals before someone dropped ice on fire and wiped the group. Next run was full of unnecessary deaths head butting orbs and went down just before exe when not enough people were on tail with fire. Final run we didn’t even get to Galenwe. Super high damage group, but unaware of basic Cloudrest mechanics.

    That’s the PvE DPS trap.
