Pearlescent Tooltip doesn't indicate range of effect

We tested the range of effect for Pearlescent last night, there is clearly a range on it but that range is unspecified, it seems to be "about" 28meters but there's no way of knowing for sure, many assume anyone within the same instance will get the buff, and it adjusts based on who is dead or alive regardless of location, but that is not the case.
