Twice Born Star not working in PvP - Bug or Intentional?

Is there a reason TBS doesn't have both mundi working? ie. PvP rules.
Or an oversight (bug)?

It’s worked for me previously when I was in Ravenwatch, are you sure it’s active on both bars? Or if you switched gear around did you forget to go get the second mundus again? It does require some babysitting to use.

It works fine in PVE (Overland)

But once in Cyrodiil...it doesn't
Does it work for you in PvP

Yes, I entered PVP with 2 mundi...
But no, it was not active on both bars...hmmmm
Switching makes it drop?

Yeah, like if you have a twice born resto staff on one bar, but swap to a different weapon set on the other bar, then you've lost your second mundus at that point.
