reforging..

this is a conceptual QoL feature...
so what this does is let you reforge any item to a higher level than it was previously.. making only necessary to farm or craft items for lower leveled players.
so if you farmed a set at level 1 you could increase the level of said set through reforging using the upgrade materials we have access to..
this way they could raise the level cap of players as well as it would negate the need for most people to farm anything other than upgrade materials...

was thinking about how terrible rubidite seems as the final ore of the game (no offense to anyone who doesnt mind it) and figured that level 160 was an odd number to stop at so that was the motivation for this post....

    The OP is referring to the CP level of the item.

    For example, you do the Mage's Guild quest as a level 35 and get Uncle Leo's Choker, your Uncle Leo's Choker is now locked as a level 35 forever.

    The OP wants to be able to increase the level of this kind of item through reforging, so that you can start with Uncle Leo's Choker at level 35 and make it into CP 160. This is also helpful to new players who do their first hard mode dungeons as a CP 35 and get the helmet in the desired trait they want, but want to upgrade it some day. Yes the transmute system exists, but these items sometimes have sentimental value to them.

    I'm in favor of this requiring just the skill level and the base mats to reforge the item. I'd also be in favor of this requiring the tannins, platings, and alloy.

    edit: This suggestion is also in the nature of the Elder Scrolls Franchise. A sword you get at level 1 is the same as a sword you get at level 80, you don't need to level the sword any more to make it more relevant to your level 80. in ESO, you do need to level that item, but you can only level it by killing the same monster you killed but when your own level is higher, which makes sense for this MMO, but not MMOs in general nor is it in the spirit for of the Elder Scrolls franchise.

    level 160 was the stop going back to when veteran rank 16 was the highest (they just multiplied by 10x in the change to CP).

    As far as gear, unless you're talking about the very edge case of "uniquely named items (and the only difference is name)". Using the transmute station and reconstruction will accomplish what you are seeking.

    You can get a "Greatsword of the Red Mountain" on your level 7 character first time in stonefalls, and it'll be added to your item set collection, whereupon you can reconstruct the greatsword at any level you wish.
