[BUG] Drop rate for VMA vs VATESHRAN on arena armor sets

Weapons and Shields should drop off of other boss in VMA outside of the last boss for sets such as Para Bellum, Winterborn, Permafrost and Hunt leader. I've run VVH far less but the other armor sets have been completed because they have a proper drop rate. I don't even think weapons or shields from the above sets drop at all outside of the last boss. Not sure if this is a bug or oversight but I'm sure it's not intended.
