Can't join voice channel on xbox, pressing A does nothing

I'm trying to test out my headset on eso for xbox but whenever I go to voice chat, then try to press A to join voice channel nothing happens and it won't let me join. Is there a way around this? I tried searching online and it says something related to my connection but I think my connection is just fine
