I've wanted a proper short beard for ages, and I know a lot of other people have been asking for the same thing for years at this point.
There's an NPC in the game (a spirit that can be seen during the Rise of Sage Svari quest) that uses a beard that I think a lot of people would like to have for their characters. It's already in the game, so I don't imagine it'd be much effort to make it available for players.
