I missed like the first piece of the hourglass, so now i can't ever get it
We used to be able to buy whatever we were missing during the last event , but apparently Its impossible this year if you missed the first piece of the hour glass

You need to look again.
All three fragments for the hourglass are there.

They might not be listed together because they're in alphabetical order-- well, unless you sort the list by price-- so the fragment you're looking for might be further up or down in the list than you're looking. They're the only 3 fragments that cost 10 tickets if I'm not mistaken.

This threw me at first too OP, like @SeaGtGruff said they're not grouped together.
For me one fragment was at the top of the list, the other two were way at the bottom.

i checked it again and somehow the missing part appeared, when i was checking last night the UI was showing me missing the first part. so odd. anyway i got it now
