While this is a nifty idea, I find it hard to believe that you'll find enough people willing to do it.

why not, the Va khaj Dar is a Khajiit only Guild, and it has attracted more than enough members to be viable... So I see no reason why this idea wouldn't be a viable one...
If you want to be in such a Guild, you can make this a reality yourself.
Should you choose to go the AD way, The Va khaj Dar and the The Southern Brotherhood Alliance are reaching out their hands for an Alliance...

Imperial only will be quite a bit harder though since you can be in any faction.

Not to mention only people who bought the Imperial collectors edition get to play imperials, over time the number of new people buying the CE will drop to nearly zero.
