Yes to both. I don't bother golding out my jewellery after having made that mistake with Necropotence a few years ago.
I also golded out the wrong staff once by mistake because it was late and I was tired. Then I deconned it thinking I had the correct star slotted. Turns out I was wrong, again, because I was tired. I don't know why we need to be punished for not being extra careful and alert while crafting. It's not combat after all. We already have to slog through punishing rates of RNG. Yeah, I guess I'm just stressed. I feel like I have to keep changing my gear to support my builds with the updates, I never have transmutes left. I just think you should get them all back after decon or if you used them to change a trait. I'm not saying I don't disrespect anything that's gone into this game, I can't imagine. I wouldn't play it otherwise. So just wishing there was a better way to keep up. I've never played any other mmo, so I can't compare.
How DO you get transmutes for playing ToT? I tried doing it, but I just don't get it. lol, it's just not grasping. I tried it, but it was like learning math. I'm not really good at those kinds of things.

Recommend running the daily dungeon and battleground. That helps speed up the process. Don't forget to desconstruct old reconstructed gear you no longer need. Agreed about Tales of Tribute. I won't touch it.
To give you a point of reference, I've been playing for 2 years and at any point in time I have somewhere between 2000 and 3000 transmute crystals stored in my bank as reconstructed Kjalnar's Guise (~100 items @ 25 transmutes each)
It gets easier. Stick with it.

"Only refine at certain stations"
"Refine 200 at first and if bad returns, don't continue"
"Only refine 10 at a time"
... crop up all the time.
When asked, not a single one has ever been able to provide proof, methodology, or frankly even any statistically relevant data to support their claims.
Just refine your mats when you feel like it. Be 3/3 in extraction passives and have Meticulous Disassembly slotted. That's it. No other thinking required
