thieves

I have decided not to continue paying for the premium membership. The reason is the policy of allowing players to steal from other players. I had half the telvar stones given to me recently stolen as I raced to the bank to deposit them. If ESO were to stop allowing players from stealing from other player, I would pay for premium membership. I have also seen armor that was locked disappear no doubt to thieves.
I know that my vulnerability to thieves will continue. In fact without a craft bag, I may be even more vulnerable. At least I won't be paying real money to have items stolen from me.

Has nothing to do with having ESO+

Tel var is only lost if your in imperial city and another player kills you and I think if you die to PVE mobs there as well. Just make sure to deposit any Tel var stones you have in the bank before leaving your factions base when you load into Imperial city.

As for the armour could be an issue with any interface add ons you have installed needing to be updated. Or you left it on another characters inventory/in the bank or storage chests.

The Tel Var stone loss is a mechanic of the game, which is explained to you when you get them. Its just a hazard of the zone - you can lose them to other players or to enemy npcs, so don't get greedy about multipliers and bank them often.

The armour thing sounds like something worth looking into, but it's not thieves - that's just not something that can happen in this game. You can't pickpocket from other players, or loot their corpses.

Once you're done getting Tel Var, the safest/quickest way to get to a bank to deposit it is usually to queue for a campaign in Cyrodiil-- just make sure you find a safe spot first (if possible), and don't queue for any campaign that's locked and gives you a position in the line. Then you can queue to return to the Imperial City and put your Tel Var in the bank before heading back to the districts or sewers.

One possibility that comes to mind about locked armor disappearing is that locked gear can be confiscated by guards if the gear is stolen, hasn't been laundered, and you got stopped by a guard because you had a bounty. That might not apply to your situation, but it's still something to be aware of.

The telvar aren't yours until they are in the bank. Kind of like the chips/money is not yours until you leave the table. That you can actually lose something when you die in the Imperial City or the sewers was part of the fun in going there. When it was more active I liked taking 10,000 telvar and dropping into the sewers as far from home base as I could get then see if I could get home without losing any.
    Was all kinds of fun.
and then the parrot said, "must be the water mines green too."

What are you even talking about?
And if the dam breaks open many years too soon
And if there is no room upon the hill
And if your head explodes with dark forebodings too
I'll see you on the dark side of the moon

You can also buy the Sigil of Imperial Retreat at the General Tal Var merchant on the sewers base. It costs 20k AP and teleports you back to your base.
