Possible fix for crash on launch/black screen cimematics.

My friend and I were on Vent trouble shooting his crash on launch issue. He has an AMD quad core and two HD4870's on Windows Vista. After trying everything in this thread: http://forums.elderscrollsonline.com/discussion/61626/please-read-first-known-technical-issues-pc#latest He was still crashing.
So he changed SET GraphicsDriver.7 "D3D11" to SET GraphicsDriver.7 "D3D9" in the usersettings.txt and ran the launcher as admin. It stopped crashing.
Please test.
