Are Blackreach and Greymoor Caverns part of Western Skyrim?

There are Harrow Storms down there, so yes. I had to go down there for the Event Quest.

Don't know if both areas count, but only takes a few minutes to find out

Yes, it's part of Western Skyrim. The Harrowstorms count and sometimes your World Boss and Delve will be down there.
