ZOS: The Grey Worm bugged, please confirm?

@ZOS_GinaBruno @ZOS_Kevin can you please confirm you folks are aware the Grey Worm isn't spawning and is bugged so people don't continue waiting for an hour+ for it not to spawn?

Kazajhan✭I logged to desktop and waited a minute, then logged in again. Once I was in a shard that didn't have 100+ people on the bridge, spamming attacks, the Pale Worm spawned twice within five minutes, and the bridge had four Pale Worm corpses on it.
And that was even with people on the bridge.2 -

The quest gives a guaranteed purple box, I believe, since it counts as a holiday quest, but there are plenty of other ways to get the same boxes. It would just be a guaranteed way rather than subject to cooldown and RNG.2 -

It is only possible to do it once per character.
The quest isn't available again if you go back to where the note was posted on the tree with that same character.

✭✭✭Actually this just made me remember back in one of the first big Beta weekends(so Jan 2014-ish) there was an issue with the Harpy boss on the hilltop in Glenumbra, Foulwing is the name iirc, we got an ingame message telling us to spread out as there was no room for her to spawn, could this be what's happening here?
I did the quest first day of event(PC- EU), it was crowded but he spawned and there were several corpses, maybe he's become a bit shy! 😂When people say to me........
"You're going to regret that in the morning"

✭Crowding or dueling on top of the spawn spot might be slowing it down, the combat bar lights up and flicks off again like the portal for the boss is trying to open"Billions upon Billions of Stars"2
