There is no reason you cannot skip the quest and go do other quests outside the city. This quest only blocks progression for that specific line, go do something else, and check back every once in awhile to see if anything is spawning.

Since I play with friends and they will not be playing this if the quests are broken, I feel that I may have wasted my money here. I am due to play tomorrow, with the 3-day early access.
I tried to tell the game designers that this game was not really ready for prime time and with broken quests, this game will have a hard time holding onto players after the initial month's play that you get with game purchase.

I'm unsure whether I would call the quest bugged or not. I mean I hear people screaming it is...but what I and the my friend, who was playing with me, experienced was a huge mass of people, all running around smashing the crates, so we couldn't get them. We went off for a bit to do other quests and came back, there were less people around. We smashed 5 or 6 crates I think before the assassin popped and the quest updated. So...I guess I can see the frustration with the quests, as we experienced it too, but I guess that I wouldn't call it bugged, just a pain in the butt.
