If you look under the saddle theres a pair of levers that pump the horses body into extensions.
I didnt do it any longer because it gets a bit tricky getting round corners etc.

When ZOS first mentioned the multi-rider dwemer mount on stream, and then later we got that new world boss in Blackreach (Sentinel Point), I thought they'd do a sort of Dwemer Bug Bus multi-rider mount for more than 2 people at some point.An better idea
