Sorcerer Ultimate Overload

My wife made a Sorc and after getting Overload her toon developed a bug. It got stuck in lightning form which is supposed to turn off when you hit its key again or when you run out of ultimate.
I made a Sorc myself to investigate this and found the exact same thing happening on occasion. Had no resources for the ultimate but was locked into this form. I could not bar swap to stop this so my weapon and its associated abilities were useless. Prior to posting this, I had logged into the game, played a while, then without warning appeared with lightning on my hands (without initiating Overload). Looking back though posts I see this same issue from 2015 onwards. Could a dev respond to this post please?
