Archdruid Devyric monster set needs serious work

This monster set is absolutely phenomenal on paper, when paired with colossus a single necro can have very high uptime on major vuln which is great however the mechanism with which it's applied is one of the wonkiest things ive seen in this game. The bear spawn and sprays the damage and I swear more than half the time it doesnt even put vuln on anything even the original primary target of the heavy attack. This is/was a great idea but executed poorly. Am I the only one experiencing this?

When it works, Archdruid Devyric is one of the strongest sets in PvP.
