Glenmoril Wyrd treasure maps can't be completed when you're in combat?

I hope this is a bug and not some weird intentional thing (like the disabled wayshrine usage while in combat you added a while back). I tried picking one up 3 times while in combat, it disappears from view, but the page never gets added to your inventory. 4th time, no combat and it works.
