Radiant Aura - do you have to cast it

This is a very lame question
Radiant Aura tells me I get 15% to my Heath, Stam and Mag revcovery whiles losted.
There is not cost listed...but duration in 60 seconds.

So do I have to cast it? Or is it always one...

That part is passive. Magicka steal requires cast

Or did they change it? Used to have mag steal attached but tool tips seem to indicate you Activate for your group to get the buffs. What a POC

While it is slotted on your bar, you get 15% boosted recovery to all 3 bars.
While it is slotted on the BAR YOU ARE NOT CURRENTLY ON you get nothing.
Just being slotted on either bar, nobody else in your group benefits from it.

When activated, no matter which of your two bars you are currently on, you will benefit from it AND the entire group within range gets to enjoy it too.

15% boosted recovery, in a world full of hybridization, is worth more than it used to be and shouldn't be knocked. Especially as with it lasting 1 minute will be usuable during periods of downtime between pulls or during immunity phases on boss fights.

If you're running 1800 recovery - it is worth 240. This is equivalent to one recovery glyph on a purple infused ring/neck. If you had to slot said glyph you'd be unable to slot the spell damage one, which means you'd be losing 180 spell damage to pay for this buff.

This buffed skill is absolutely aces for group sustain. I was initially worried that it might have a target cap of 6 (like many/most buff abilities in the game...) but it does not - so just cast it once per minute and your group is good to go. It is infinitely easier to maintain than the old Warden burst heal route (which WAS limited to 6 targets per cast and only lasted 1/3 the length of time).
