I wouldn't say bugged, but more like working as intended. They're a literal mist... completely incorporeal... the fact you can even hurt them at all is a nice gesture as in Skyrim it gave 100% damage immunity.
The thing about Mist though is their stamina, health, and magicka doesn't regenerate so stack damage over time abilities.... oh wait.... ZOS nerfed those.... ah, there's the problem... Typically my goal is to stack sticky dots, burn them out of mist, stun them, and force them to burn through stamina before trying to re-enter mist. Keep it going and eventually it forces them to fight you, or if they're pretty terrible at PvP at stun locked at the worst time.
ZOS, please unnerf the sticky DOTs.
mist is working as intended, the ability even says you become immune to most forms of snares, the fact ultimate can stun them or that you can damage them at all is generous considering that skyrim made them take 0 damage during mist.
just remember if they are using mist, they arent attacking or healing.

Are they supposed to be immune to fossilize *after* they come out of mist form, though?

Oh, that bug.... I hate that bug but it's not locked to just Mistform as it'll also happen with Immovability potions.
It's a bug with Petrify's ability to tell whether it can be cast or not. I personally thing it's a client side bug.
