Guild leader permissions cannot be modified

I first noticed this today, though presumably it has been happening since Firesong dropped.
I no longer can modify guild permissions. When I check or uncheck a permission box for any rank, and then navigate away from or otherwise exit the permission screen, the checkbox reverts itself, and a message appears at the top right of the screen that says, "Guild leader permissions cannot be modified." This happens whether or not addons are enabled.
I have opened a ticket as well.

Being able to edit ranks to do guild bank open houses is fairly crucial in my guild. I await a resolution with great anticipation.PC/NA

Yesterday, I wanted to open the guild bank to the new players, and because of this bug I could not, the whole guild disappointed.
Would have been wonderful to know when the issue is supposed to be dealt with, at least.0 -
