It’s not a criminal act at this point in the elder scrolls timeline. It also would not make sense in the game as it directly clashes with the lore.

Clearly that I was mocking the necromancy warning on load screens was lost on some. But in the real world it is incredibly annoying and perhaps a lore break is exactly what's needed.
