I just guess that while fixing the damage for partially charged attacks, they broke the entire mechanic by accident.

I have almost all medium armor sneak bonuses from Medium and Khajit with weapons equal to my level attacking from behind and it isn't even worth bothering to go in to sneak for.

In beta I was using worse armor, no passives and much worse weapons and was doing at least four times the damage.

I forgot to mention I also have Master Assasin passive in Nightblade you still don't see a noticable amount of damage increase from sneak.
