One of the DB repeatable quests has you kill a Khajiit. However, if you kill her with no one around, an NPC rushed to attack me. I had a bounty from the murder, so possibly I just was not careful enough (I highly doubt it!). However, the strange thing here is that upon killing the person at the top floor, the people at the bottom gave me a bounty as well and commented on how I enjoyed racking up my bounties. A high elf male rushed upstairs to fight me. I just thought it was strange for people downstairs to know I murdered someone when it's never happened before in any DB quest-line I've played where you had to murder someone below or above you and the NPCs reciprocal to your location would never be alerted.
