This is Solas Rionnag.

She is a fairly new creation, for which I tried to go a less conventional route in design, style, and abilities. She is an Altmer Templar/Psijic with combat abilities in Destruction Staff and Restoration Staff. Furthermore, I levelled her to CH 160 before I began running the story line quests, as I wanted to obtain some of the unique items the story lines offer, when characters are low level, but I wanted to obtain them at the CH 160 level.

When equipping characters with armor and jewelry, there are 10 slots – seven for armor and three for jewelry. That allows for fully equipping two sets for the full benefit of 5/5 items for both sets. Solas is equipped with the Seducer Set (5 items) and the Magnus’ Gift set (5 items).

Given Solas uses staves for her weapons abilities that means she can only weld one weapon at a time. Since set bonus don’t begin until you equip at least two, that means there would not be any bonuses available for either stave. Now, with that being said, the two staves Solas uses are the Prismatic Flame Staff (destruction) and the Emperor’s Blessing (restoration). The Prismatic Flame Staff is part of the Orgnum’s Scale set, while the Emperor’s Blessing is part of the Oblivion’s Foe set. Regardless of which staff I have equipped, I only have one item from either of those two sets, yet it shows “2/5 items” as equipped.

Is this something unique to specific items which, in and of themselves, are unique to an armor set? (Not that I’m complaining, as it appears to give me the bonus as if equipped with two of the items from the set.)

Well now, I never knew that, or noticed it.

I almost wish you had not told me, because now I'll have to go back and re-look all my other mage characters, as well as those with two-handed weapon skill, and see if I need to re-allocate the armor sets they are equipped with, for better optimization.

(Ask a simple question and end up with a ton of unplanned for work.)

You have multiple types of gear the standard 5 pieces ones like crafted sets, this is also sets who drops in the world or in dungeons, you have a some 3 set items like willpower who is weapon and jewelry you get for doing random dungeons.
You have moster sets from veteran dungeons who is two pieces head and shoulder.
Arena weapons from arenas who is a two pieces weapon so an staff works here, last you have mystic like ring of the wild hunt who is one piece.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Yes good idea to do that. You might have six pieces of a set equipped.
