Quest "A Dangerous Dream" broken, can't start.

So, I just finished "Angof the Gravesinger". As soon as I finish the dialouge with Sir Lanis that ends the quest, an NPC called "Recruit Maelle" runs up near Sir Lanis and says "They took him...", and then kneels down. Trying to speak with her just has her repeat her dialogue of a captain being taken, but there are no other dialogue options, just "Goodbye". I looked up the NPC on the wiki, and she's apparently 1 of 3 possible quest givers (others are Scout Merton and Recruit Thomas) for "A Dangerous Dream".

She had no dialogue options, no quest marker above her head. I thought maybe this was a bug, so I just logged, took care of some other things irl, and came back an hour later. Now she's completely gone. I tried following the quest walkthrough for the other 2 possible quest givers;

"The Vestige will be approached by Recruit Thomas at the Glenumbra border, who will ask for help to find Captain Jerick. She will explain that their caravan was attacked, and that he was taken by Supernal Dreamers to their camp in Stormhaven during it."

No dice. Tried entering Stormhaven through the Glenumbra border, right where Koeglin village is. No NPC approached me. Followed the entire road to the village, no NPC.

Tried the 3rd quest giver, Scout Merton;

"He is found laying in pain on the bridge leading out of Crosswych."

No NPC is laying there.

At this point, it seems as if all quest givers are absent from the game, and there's no way for me to do this quest. Has anyone else had trouble with this quest specifically? Just wanted to get some insight before I submitted a ticket.

    There's a few base game quests that are just broken. Not sure why or how but from what I heard seems to be restricted to Stormhaven and Glenumbra

    If they are all zone quests, it means that we can no longer create new characters for the Daggerfall Covenant. ZOS needs to fix this MAJOR BUG.
    During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
    In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

    Can you start "False Accusations" without doing "A Dangerous Dream" ?

    Completed both those zones( 100% ) about three weeks ago, and had no issues with any of the quests mentioned here.

    My guess is you skipped a vital main quest part somewhere in glenumbra, causing this NPC to not yet offer you her quest. Even though you did the quest to make the NPC spawn already. Check to see if you have done all of glenumbra's main quest parts, complete them, and then return to the spot where she is supposed to offer you her quest.

    It could also be that you completed that quest already.

    PS: In the main quest where you travel to the past, de-summon your companion to make that questgiver spawn. You can respawn the companion afterwards.

    Hello Sarannah. The quest has been bugged for the last few days only. Same issue with 'Champion of the Guardians' where ONLY one of the wyresses (Ashtah) can not be interacted with.
