How to make Stormhold mercenaries leave?

Stormhold has been my Hub for a long time and I always hated these annoying mercenaries around town. Today I finally decided to do its quest (Unwelcome Guests) and make them leave. I did... only to find out they're still here, every single one of them! What the hell was the point of that quest then? Is there any way to actually make them leave?

seems you can't, I just checked on my main whose done every quest in shadowfen, and they're still there

The quest implies that your attempt was futile. The quest-giver is run out of town, his stall turned over to a more compliant tenant, and nothing really changes. You get your pay-off from one of the new batch of mercenaries.
