Moras Whisper not maxing out.

First time post guys.
So I recently unlocked Moras Whisper and have collected every single one of shalidors library (what a mission).
My crit chance has maxed out correctly but the exp bonus is still at 9% rather than 10%.
Has anyone else experienced this? I know that I have every single book as I've checked it multiple times...
Any help would be appreciated
