Reminds me of the costume you can earn for being the Emperor of Cyrodiil. Everybody gets to wear the costume in the last act of the main quest.

It's exactly the level of quality that ought to be rewarded by collecting 45 event tickets, but will be 400 crown gems or just never available, while we get a base Breton plate armour.

It’ll be at least 600 gems/10000 endeavour seals OR they will release Queen Aryenn’s costume instead.
