Do rare furnishings affect furnishing plan cooldowns? (Paintings)

I am currently farming some vampiric furniture and I got a 4 million painting from a chest.

I know that purple plans have a roughly 24 hour cooldown while blue have roughly 30 minutes.

Now do paintings and such affect the cooldown of plans?

    Well that was fast, I got a blue furnishing plan 3 minutes later so it doesn't affect.

    There will be event around mid-november in Western Skyrim. It will be easier to farm those plans then. Just so u know.

    Oh that's cool! I mean I am farming those plans not to sell but to use so it doesn't matter right now but thanks!

    Purple Plans don't have a 24 hour cooldown. The RNG is just bad.
