Ummmm...I don't know I can make all those changes in Vanilla without much trouble at all, they have really done a good job of adding features over the past two years...and heck SWTOR of all communities made huge changes to their forums in less than six months...I just don't see the big deal.

I'm talking about the company Vanilla, the forum software vendor.
They also handled the forum software for Gazillion Entertainment's (RIP) Marvel Heroes several years back, and they were horrible at it.
Changes took forever, and that was above and beyond the Marvel approval process (according to the Community manager at Gazillion; Vanilla was a weak link).

Yeah I get that, I did a edit sorry I wasn't clear....but that was a long time ago, and honestly Gazillion had its own issues I won't get into.
You can pretty much customize anything you want now ....they had to do this to stay relevant.
I think the current ignore feature is just fine. Each of us needs to take upon ourselves a certain degree of personal responsibility. Beyond that, nothing posted in these forums should upset anyone that the moderators would not edit or remove. See something, report it and let the process take care of itself.

Just saying it would in the long run solve a lot of spats and ultimately save the mods time...I have this on forums that I have moderated in the past and it works very well....the down side is if anyone likes forum drama they lose out
Regarding a friends list to follow, create a folder and bookmark the "home page" of such players in that folder. It is easily solved with the technology we already have. This is probably the one suggestion I would suggest Zenimax consider but the solution I posted sufices.
We can place a list of guilds we are in with the signature section already available. We can list our guilds, our characters, our achievements.
