Bal Foyen Quest Bug

It seems after 8 years this bug is still there.
My alt is doing the EP questline and has started the notoriously buggy Bal Foyen main story quest.
I chose to do "Breaking the Tide", i.e., to help Rana instead of Darj. However, after the quest is done, although I was told by NPC Rana survived at the dock and Darj died at the Fort, Rana is nowhere to be found while Darj still stands in For Zeren keep like a zombie... Zombie Darj does not give the next quest and Rana cannot be found.
Can you fix this???
