While annoying, and while you are correct that they are "clockwork", they aren't fabricated facsimiles of life, which is what the endeavor is asking for (poorly).

It's not poorly done. There is a distinct difference between clockwork enemies, introduced with Morrowind and clockwork city, and regular dwarven automotons.
One of the arenas is literally called Seht's Flywheel. Seht, as in Lord Seht, aka Sotha Sil- the creator of clockwork city.
Either this portion of VMA needs redoing or the mobs need to be flagged as clockwork despite being of Dwemer design.
